ERP for Construction and Contracting Companies in Kuwait

Contracting businesses do not have a stock problem or a manufacturing problem. They have a project costing problem, and most ERP systems answer it less well than their brochures suggest.

Operational challenges

  • Project cost known only after completion

Where committed cost — purchase orders raised but not yet invoiced — is not visible against budget, overruns are discovered when the invoices arrive rather than when the commitment is made.

  • Subcontractor liabilities off-system

Subcontract agreements, work certified, retention held and payments due tracked on spreadsheets create both cash-flow surprises and disputes.

  • Retention money nobody is tracking

Retention held by clients and retention held from subcontractors accumulate over years. Without system tracking, releases are missed and working capital sits idle.

  • Variations agreed verbally

Scope changes executed before they are documented are the most common source of contracting disputes and unbilled work.

  • Plant and equipment costs unallocated

Owned plant used across several sites, with no mechanism to charge its cost to the project consuming it, distorts project profitability.

  • Progress billing disconnected from progress

Where certified work and invoicing are separate processes, revenue recognition becomes an estimate.

Capabilities that matter

  • Project cost structure with committed cost

Budget, committed, actual and forecast cost visible per cost code at any point.

  • Subcontract management

Agreements, work certified, retention and payment against certification, all inside the system.

  • Retention tracking both ways

Retention receivable from clients and payable to subcontractors, with release dates.

  • Variation orders

Raised, priced, approved and reflected in the revised contract value with an audit trail.

  • Progress billing against certification

Invoices generated from certified progress rather than typed independently.

  • Plant and equipment allocation

Internal hire rates charging owned equipment to the consuming project.

  • Multi-project resource visibility

Labour and plant commitments visible across concurrent projects.

How to evaluate

Put these tests to every vendor you shortlist. They are specific enough that a generic demonstration cannot pass them.

  1. 1Display budget, committed, actual and forecast cost for one project by cost code
  2. 2Raise a subcontract, certify partial work, hold retention and generate the payment
  3. 3Produce a schedule of retention receivable and payable with expected release dates
  4. 4Raise a variation order and show the revised contract value and its audit trail
  5. 5Generate a progress invoice directly from a certified valuation
  6. 6Charge owned plant to a project at an internal rate and see it in project cost
  7. 7Report profitability across all live projects on one screen

System fit

OctoVyre
Project management is available alongside procurement, inventory and approvals, with the approval engine suited to the multi-tier authorisation contracting groups typically require. Contractors should scope project costing and subcontract requirements explicitly during evaluation.
Odoo
Project and Timesheets applications provide project costing and analytic accounting. Subcontract certification, retention and variation management generally require configuration or partner-built extension rather than arriving out of the box.
Microsoft Dynamics 365
Project Operations provides substantial project costing, resource management and billing capability, and is among the stronger options for contracting. Confirm the licensing implications, as Project Operations is a separate application.
SAP S/4HANA
Project System offers deep project accounting and control appropriate to large contracting groups, with implementation weight to match.
Sage
Project accounting within a finance-led product family. Suitable where the contracting business is finance-driven; lighter on operational site management.
Oracle NetSuite
Professional Services Automation covers project costing and billing well for services businesses; construction-specific requirements such as retention and certification should be tested carefully.

Committed cost is the differentiator

The distinction between a general ERP with a project module and a system that genuinely serves contracting is usually committed cost. A project manager needs to know not what has been invoiced, but what has been committed — purchase orders raised, subcontracts awarded, materials ordered — measured against budget. Systems that show only actual cost tell the project manager about an overrun after it is irreversible.

Kuwaiti contracting specifics

  • Government and institutional contracts carry documentation and certification requirements that should be reflected in the billing process
  • Advance payment guarantees and performance bonds need tracking against project milestones
  • Multi-tier approval hierarchies reflecting ownership structures are near-universal in family-owned contracting groups
  • Mixed labour arrangements — direct employees, subcontracted labour and supplied labour — must all be costable to projects
  • Concurrent projects sharing plant and supervisory staff make cross-project resource visibility a practical necessity
